For a given timeslot, the policy is to fill in the following order as space allows:

1. Highest rated PrimaryThemeBlock shows that haven't aired in 7 days
2. Highest rated SecondaryThemeBlock shows that haven't aired in 7 days
3. Highest rated PrimaryThemeBlock shows that haven't aired in 3 days
4. Highest rated SecondaryThemeBlock shows that haven't aired in 3 days
5. Highest rated PrimaryThemeBlock shows that haven't aired in a day
6. Highest rated SecondaryThemeBlock shows that haven't aired in a day
7. Any PSA's
8. Any highest rated shows that haven't aired for 1 day
